Hexagram 21, Shì Kè, places Thunder (☳) below and Fire (☲) above — the shock of thunder combined with the clarity of fire, and between them, the image of a mouth with an obstruction: the jaws must bite through it. This hexagram is about decisive action in the face of something that is blocking the natural flow of justice, communication, or rightful order. The classical image in Wilhelm: 'Thunder and lightning — biting through. The ancient kings strengthened the laws through clearly defined penalties.' The hexagram does not recommend violence or arbitrary force; it recommends the precise, discriminating application of clear standards to what has become obstructed or corrupt.
